I realize his presentation had limited time, but if you're going to make the kind of claim Mr. Silver makes you need to be much more careful about supporting the assertion that "education" and "rural" are "strongly predictive". The numbers may back him up, but in his speech at least he just asserts that they are the important factors to look at.
Having said that, a rural/urban and regional exchange program inside the US would be a great idea for a whole host of other reasons.
